IWM: Wot's the Deal?

IWM has consolidated as other major indexes have move upward (see Mike Scott's discussion of the Nasdaq Comp).

IWM not only "consolidates" but its climb since December has been on declining volume.

Nothing new, but I'm confused.

Any explanations for this laggardism?

I would say probably just a consequence of a weak US$ compared to a stronger Euro, which makes SPY more attractive than IWM.

According to the most rudimentary TA, we can expect a break by or on April 4.

I ask myself: Can this be a serious call? I have not the experience to judge.
