On today's (May 26) IWM Robot signal, I noticed the statement "Today's SHORT settings are NEUTRAL".

Does it mean that today's short setting has less chance to succeed.

Yes. It means that from the close of the previous day, a new short position would statistically have a small chnace of success. A neutral stance means that you can keep an existing position but should probably wait before opening a new one.
